Beilin District in Xi'an is set to upgrade the Zhonglou-Nanmen business district, with a significant boost from the new Taikoo Li development adjacent to the iconic Small Wild Goose Pagoda, a UNESCO World Heritage site. After five years of negotiations, Swire Properties will bring its expertise in placemaking and developing commercial destinations to create a uniquely tailored project for Xi'an at this historic site. Zhao Yongqiang, Director of Beilin District Economic and Trade Bureau, said that once the Taikoo Li project in the Small Wild Goose Pagoda is completed, the Zhonglou–Nanmen business district will gain a new landmark.

Taikoo Li Xi'an is located adjacent to the Small Wild Goose Pagoda and the Jianfu Temple, a royal temple from the Tang dynasty. With this significant development, Swire Properties is recognising the cultural significance of Xi'an. Alan Lee, General Manager - Xi'an of Swire Properties, said, "The history and culture of Xi'an – the ancient capital city of 13 dynasties – is an important heritage of the Chinese civilization.
